CC&R-driven items only — parking, quiet hours, pool/amenity times, unauthorized short-term rentals, and trespass. We document, we do not arbitrate. The board or property attorney handles fines.
Can HOA security legally cite residents?
No — private security cannot issue municipal citations. What we do is timestamped, photo-verified documentation the board or attorney uses to issue formal HOA notices, or that Sacramento/Roseville PD uses to issue a citation.
How does HOA crime prevention differ from crime deterrent?
Deterrent is visible marked-SUV presence and light bar sweeps — the psychological layer. Prevention is CPTED audits, gate-integrity checks, and after-hours amenity closures — the physical layer. Detection is documentation, camera coordination, and incident logs.
