Sacramento Security Guard Invoice Teardown: Local Patrol vs National Brands

Both vendors bid the same scope at the RFP stage: 4 documented mobile patrol tours per night, randomized between 21:30 and 05:30, GPS tour verification with photo checkpoints, incident reporting via email within one hour, monthly summary report. Both quoted competitive rates that looked comparable at the bid table.

The bid was $3,105. The first invoice was $5,280. The second was $5,614. By April, monthly billing had crept to $5,840. Below is the full April invoice, line by line, exactly as it arrived.

None of it is going into more or better service. The four largest pass-through fees on the NATIONAL invoice — admin, technology, fuel, vehicle wear — are all things the local operator already builds into the flat tour rate because the local operator does not have 14 regional offices and a Wall Street quarterly earnings call to fund. This is the operating leverage of a Sacramento-only PPO: no regional VP, no franchise fee to the parent, no 22% SG&A load. What you save is the parent-company overhead that is invisible on the bid sheet.

The fuel surcharge was introduced across the guard industry during the 2008 diesel spike. National brands never removed it, and today it typically runs 3.5–5.5% of base billing. On a $50,000 annual account that is $1,750–$2,750 for fuel that was already priced into the bid. Local PPOs eat the fuel because we buy at the same Costco gas station your maintenance crew uses.

Nobody I have ever spoken with can explain what the admin fee funds. It is not itemized. It is not tied to a specific service. It is a percentage of your base bill that funds regional office rent, HR staff you never speak to, and the branch manager's quarterly bonus. On this account, the admin fee alone billed $3,726 over 12 months.

The RFP responses from national brands universally claim 'GPS tour verification included.' The invoice line item then charges $150–$225 per month for the same GPS platform. Ask the vendor to reconcile the two documents before you sign. Local PPOs price the GPS platform into the tour rate — a $60/month Silvertrac license spread across our whole book is a rounding error, not a line item.

The most defensible fee on paper — officers on holiday shifts do earn premium pay under CA labor law. But the invoice premium is often billed on days when the same officer is patrolling several accounts back-to-back, so the premium multiplier hits every account. Ask for the specific officer's timecard for the billed holiday. Half the time the officer was not on your site.

Below is the annualized savings from the last twelve accounts that switched from a national brand to our shop in 2025-26. Small accounts, big accounts, average savings 62% on identical scope.

First: 'Send me a redacted current invoice from an account of similar size.' A local operator will send it within a day. A national brand will say the master service agreement forbids sharing invoices — which itself tells you the invoice does not match the bid.

Second: 'Add up every possible surcharge and give me a not-to-exceed monthly cap in writing.' If they refuse, you already know the answer. If they agree, get it on the signature page, not in an email.

If you are currently under a national contract, pull page 11–14 and find the termination clause. Send written notice via certified mail. On the same day, send the 12-point PPO checklist (linked below) to two local bidders. Award to whichever confirms coverage inside 72 hours. Coverage overlap on the last two nights of the outgoing contract eliminates any gap.
